Pennsylvania Senate Passes Brownfields
Legislation
Senator Wonderling Bill to Help Turn Community Eyesores into Assets
HARRISBURG:
Today, the Pennsylvania Senate passed
Senate Bill 1062, the Brownfields Redevelopment Act introduced by state Senator Rob
Wonderling (R-24th). The measure creates a program for
reimbursing developers for up to 75 percent of the costs associated
with the remediation of brownfields sites including sites impacted
by mining activity. Remediation must be completed in accordance with
Pennsylvania’s award-winning Land Recycling Program (Act 2) or a
cleanup plan that has been approved by the state Department of
Environmental Protection.
"Restoring brownfields
to productive use carries with it enormous benefits to local
communities. Money invested in brownfields cleanups pays big
dividends for taxpayers and the environment. In the 24th Senatorial
District, there are hundreds of brownfields sites waiting to be
remediated. Sites such as the Bushkill Creek Corridor Revitalization
Project in Easton, the former Ashland Specialty Chemical Company in
Glendon; the Krupp Foundry in Quakertown; and the Mutter and
Stauffer Auto in East Greenville, to name a few. Unfortunately,
these sites no longer create jobs for residents or tax dollars for
the municipal government. All that remains is an eyesore. My
legislation will further help private entities in the redevelopment
of these abandoned properties,” said Senator Wonderling.
SB 1062 offers a new
source of brownfields funding while being revenue-neutral with
regard to the Commonwealth of Pennsylvania budget. Reimbursement
to the developer is contingent on completion of the remediation,
performance of the project, and generation of new tax revenue.
